The Challenge

The National Democratic Redistricting Committee and its affiliates were coordinating a national strategy to shift redistricting power and create fair maps where Democrats could compete. That meant tracking a large number of state legislative districts simultaneously, across many states at once, without the cost structure of traditional polling putting a ceiling on how much ground the program could cover.

The committee needed a research partner who could run concurrent waves of polling at scale, deliver reliable reads across dozens of small, low-profile districts, and do it affordably enough to sustain a multi-state, multi-year effort.

The Approach

Change Research partnered with the NDRC and its affiliates to guide the centralized hub in executing a comprehensive redistricting strategy. Throughout 2020, Change Research conducted 157 polls across state legislative districts in 9 target states, including 38 State Senate districts and 119 State House districts — the kind of small-district coverage that’s typically too costly to poll at scale.

In 2022, Change Research renewed the partnership in six states, building two statewide models and conducting 3 statewide polls, 29 House district polls, and 8 Senate district polls. Across both cycles, the affordability and speed of Change Research’s approach let the NDRC track far more of the map than a conventional polling program would allow.

Across 2020 and 2022, Change Research gave the NDRC and its affiliates a comprehensive, affordable view of the redistricting battlefield — large concurrent waves of polling in state legislative districts throughout the country, plus statewide modeling to guide strategy. That scale and affordability let the centralized hub make redistricting decisions with real district-level data behind them, rather than relying on a handful of high-profile races as a proxy for the whole map.
