Congressional Reform Survey Results

Change Research tested two congressional reform proposals in our most recent national survey, conducted among 1,858 voters from August 5 to 10, 2025. The following summarizes the results:

  • Democrats, Independents, and Republicans all strongly support establishing age limits for members of Congress. Support ranges from 81% for 70 year olds to 88% for 80 year olds. Solid majorities strongly support creating these limits.  

  • Almost every voter supports requiring Congress to create basic guidelines that guarantee its members are mentally healthy and able to do their job. Only 3% oppose this idea. Few other proposals have the potential to unite Americans like this one does.

About the Survey

Polling was conducted online from August 5-10, 2025. Using Dynamic Online Sampling to attain a representative sample, Change Research polled 1858 registered voters nationwide. Post-stratification was performed on age, gender, race/ethnicity, education, region, urbanicity and 2024 presidential vote.
